What does "cantilever" actually mean, and do I need one?
It means the rings are offset forward of the clamp rather than sitting directly above it. You need that on a flat-top rifle where the rail ends behind where the scope wants to sit — without the offset you can't get far enough forward for correct eye relief. On a rifle with a long rail you may not need one, but the forward position also gives you more room to shuffle the scope for a comfortable fit.

How do I fit it safely?
Clamp it to the rail first and set fore-aft position by shouldering the rifle until you see a full, clear picture with no dark ring at the edge. Then level the scope, snap the reticle square, and tighten the ring caps gradually in a criss-cross pattern rather than one screw at a time.
